HÀ NỘI — Factional interests must be excluded from the process of developing institutions, Deputy Prime Minister Trương Hòa Bình told a meeting of the National Steering Committee for Administrative Reform.

The committee met on Wednesday to discuss its work in 2016 and plans for next year.

Deputy Minister of Home Affairs Nguyễn Trọng Thừa said that in 2016, ministries and other agencies had achieved the targets set for standardised administrative procedures, and updated the data on a national database of administrative procedures. By May this year, the ministries had completed the simplification of more than 95 per cent of administrative procedures.

The Steering Committee had been reviewing and evaluating administrative procedures in order to facilitate them for individuals and organisations.

As of November 30, 2016, nearly 19,000 workers in Party organisations, Government agencies, public institutions and State-owned enterprises had been pensioned off.

According to a report by the Ministry of Home Affairs, administrative reform has been implemented effectively in the past year with a smaller staff of public servants and a smaller budget, while information technology was also utilised to deliver public services.

Deputy Prime Minister Trương Hòa Bình said that the legitimate rights and interests of citizens must be protected during the process, noting that administrative reform is intended to serve the people better, fight corruption and prevent the dissipation of resources.

The deputy PM urged that administrative reform be taken more seriously in 2017 to remove complicated procedures and make administrative work more transparent in order to increase the public’s level of satisfaction with civil service agencies.

He called for improved productivity by the administrative agencies in serving the public and businesses as indicated in the State administrative reform master plan by 2020. — VNS
